Minimum Position Qualifications

Bachelor’s degree or higher in relevant field and four (4) years of appropriate experience and familiarity with legislative processes. Relevant experience may substitute for required education.

Special Conditions

Experience with construction and design proposals and contracts. Ability to maintain confidentiality. Willingness to stay on the forefront of procurement best practices. Experience with eprocurement/contract management systems (e.g., SciQuest, Banner, Ionwave). Ability to use the computer hardware and software required for the job. Ability to travel as needed.

Duties & Responsibilities

Responsible for complex procurement activities, including Request for Proposal (RFP) and Request for Quotation (RFQ) processes for specific areas and approving procurement documents within authority; consult with faculty/staff/vendors/legislative contacts to ensure compliance with appropriate regulations; identify strategic sources of products and services; analyze eprocurement data and make recommendations regarding specific contract needs.

Duties & Responsibilities

Identify problems, evaluate facts, and compile information to strategize and reach sound decisions/judgments to ensure accountability and compliance in procurement and contract practices, including established laws, policies and regulations.
Interact successfully and professionally with all members of the University as well as vendors, legislative contacts, and the public; respond rapidly and effectively to all customer needs. Develop and conduct periodic training to customers. Effectively contribute to on-going improvement processes and manage multiple priorities.

Responsible for State Building Commission (SBC) procurements, including solicitation of designer and construction services; ensure compliance with State laws, bonds, insurance, builder’s risk, liability, worker’s compensation, and other SBC policy: http://www/tn.gov/osa/article/osa-policy-precedures; work closely with Campus Planning Project Manager; handle multiple change orders, assist with disputes, coordinate Legal Counsel review of contracts

Conduct negotiations and develop final purchase order/contract documents; organize each file to include all documentation that results in a self-explanatory file for audit; review and approve sole source justification or RFQ/RFP processes to ensure compliance; assist in analyzing and preparing reports.

Keep abreast of all procurement/contract legislative changes and work with Director and Assistant Director to incorporate changes into University policies, procedures and Website; responsible for coordinating communications with the State Fiscal Review Committee (FRC) contact, attend meetings, educate University departments about the FRC process, timelines and meeting schedules; analyze data for FRC forms and ensure compliance with State law and regulations.

Duties & Responsibilities

Maintain accurate eprocurement contract repository and contract log for assigned contracts; assist with the Bid Calendar and year-end procurement activities; attend trade shows and seminars; and other duties as assigned.
